Jim Stearns Appointed as the New Director of Jonesboro Parks and Recreation
In a significant shift for the Jonesboro Parks and Recreation Department, Mayor Harold Copenhaver has officially appointed Jim Stearns as the new director. Stearns steps into this crucial role following the resignation of Danny Kapales, who left amid an FBI investigation. Copenhaver expressed his confidence in Stearns, noting that he possesses the necessary passion and organizational skills to successfully lead the department moving forward.
A Vision for Community Health and Engagement
Stearns, a graduate of Arkansas State University, holds a bachelor’s degree in education and a master’s degree focusing on exercise science. He brings over two decades of experience in health and rehabilitation, previously serving as a member of the Arkansas Association of Cardiovascular and Pulmonary Rehabilitation. Stearns outlined his vision for the department, which emphasizes accessible, low- and no-cost youth sports opportunities.
“It is important that we align with the goals of the award-winning 2024 Master Parks Plan and support our great staff, along with a commitment to accountability and transparency,” Stearns said. His focus on enhancing community health and quality of life reflects a broader trend in recreational management, where health initiatives are becoming a central part of civic engagement strategies.

The parks and recreation system serves as a vital hub for community interactions, drawing participation from not just locals but also visitors from the wider River Valley area, including Fort Smith and Van Buren. In Jonesboro specifically, more than 1,000 acres of park lands and natural spaces, such as Craighead Forest Park, provide residents with numerous outdoor activities. Managing a diverse team of approximately 160 full and part-time employees, along with 50 seasonal staffers, Stearns will also be coordinating efforts with local agencies and organizations.
